Under the new law, each individual can register up to 10 cellphone numbers in his own name. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The argument in favor of this law is that it will combat crimes such as extortion, kidnapping and fraud, by linking each cellphone number to a verified identity. And it&#8217;s true that phone fraud is a big problem in Mexico. According to the <a href=\"https:\/\/www.expatinsurance.com\/articles\/mexico-cell-phone-registration-2026-expat-guide\">Expat Insurance<\/a> website, <strong>&#8220;In the first half of 2025 alone, over 6,000 people reported being victims of telephone extortion.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the other hand, there are questions about privacy and data security. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Mexican citizen registering his cellphone must provide his CURP (Clave \u00danica de Registro de Poblaci\u00f3n), an already-existing population registry code, and a photo ID (for example Voter ID or passport).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">[The CURP code uses an 18-character code utilizing both letters and numbers.]<br><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"559\" src=\"https:\/\/mexiconewsreport.com\/wp-content\/uploads\/2026\/05\/cell-phone-registration-documents-1-1024x559.jpg\" alt=\"\" class=\"wp-image-4346\" srcset=\"https:\/\/mexiconewsreport.com\/wp-content\/uploads\/2026\/05\/cell-phone-registration-documents-1-1024x559.jpg 1024w, https:\/\/mexiconewsreport.com\/wp-content\/uploads\/2026\/05\/cell-phone-registration-documents-1-300x164.jpg 300w, https:\/\/mexiconewsreport.com\/wp-content\/uploads\/2026\/05\/cell-phone-registration-documents-1-768x419.jpg 768w, https:\/\/mexiconewsreport.com\/wp-content\/uploads\/2026\/05\/cell-phone-registration-documents-1-1536x838.jpg 1536w, https:\/\/mexiconewsreport.com\/wp-content\/uploads\/2026\/05\/cell-phone-registration-documents-1-2048x1117.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Source: <a href=\"https:\/\/www.expatinsurance.com\/articles\/mexico-cell-phone-registration-2026-expat-guide\">expatinsurance.com<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">A foreigner residing in Mexico who has a CURP number would use that along with his passport or Mexican residency permit. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A foreigner in Mexico without a CURP is  required to register, but the mechanism for registering is unclear. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cellphone registration has been tried before.  From <a href=\"https:\/\/www.expatinsurance.com\/articles\/mexico-cell-phone-registration-2026-expat-guide\">Expat Insurance<\/a>:  <strong>&#8220;This is actually Mexico&#8217;s&nbsp;third attempt&nbsp;at mandatory cell phone registration. The previous two failed spectacularly: Mexico&#8217;s first cell phone registry&#8230;was launched in 2008&#8230;The database was&nbsp;hacked and sold on the black market&#8230;Instead of helping police catch criminals, it became a shopping list for extortionists who now had verified names and addresses linked to phone numbers. RENAUT [the cellphone registry] was quietly abandoned in 2012&#8230;In 2021, the government tried again&#8230;This version required biometric data, including fingerprints and facial recognition. Digital rights organization R3D and others challenged the law, and in 2022,&nbsp;Mexico&#8217;s Supreme Court struck it down&nbsp;as unconstitutional, citing privacy violations.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But now they&#8217;re trying it again!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is an organization in Mexico called <a href=\"https:\/\/r3d.mx\/\">R3D: Red en Defensa de los Derechos Digitale<\/a>s (Network in Defense of Digital Rights) which opposes this cellphone registration.<br><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"209\" height=\"80\" src=\"https:\/\/mexiconewsreport.com\/wp-content\/uploads\/2026\/05\/image-117.png\" alt=\"\" class=\"wp-image-4352\" style=\"aspect-ratio:2.6127252666421477;width:199px;height:auto\"\/><figcaption class=\"wp-element-caption\">Source:<a href=\"https:\/\/r3d.mx\/\">R3D<\/a><\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">The R3D organization opposes the registration for three reasons:<br>1.  It can be a database for tracking citizens.<br>2.There are data security risks.<br>3. There is no evidence that such registration reduces crime. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.expatinsurance.com\/articles\/mexico-cell-phone-registration-2026-expat-guide\">Expat Insurance<\/a> recommends that foreign tourists simply use an international eSIM service or keep your home country cellphone plan. See the article on the subject <a href=\"https:\/\/www.expatinsurance.com\/articles\/mexico-cell-phone-registration-2026-expat-guide\">here<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;Mexico Daily Post has <a href=\"https:\/\/mexicodailypost.news\/2026\/05\/28\/carlos-slim-reportedly-seeks-to-protect-telcel-in-the-face-of-massive-backlash-against-the-phone-registry\/\">an interesting article<\/a> about Carlos Slim, the <a href=\"https:\/\/mexiconewsreport.com\/index.php\/2026\/03\/23\/mexicos-24-billionaires\/\">richest man in Mexico<\/a>. Here&#8217;s what it says:  <strong>&#8220;While millions of users continue to refuse to register their phone lines using their CURP, reports are now emerging that Carlos Slim may be seeking mechanisms to prevent his customers from losing service.
